The government has optimized the national project management model. The implementation of monitoring through the information system allows you to track the execution of measures not for financing, but for their actual execution. This was announced by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko at a meeting with heads of project offices, as well as federal and regional authorities.
“We no longer monitor only money, we monitor the activities that make up national projects. The digital monitoring system that we use allows us to record not only the fact of the implementation or non-implementation of an event, but also the risk of its non-implementation. This was done in order to have a timely response to emerging problems in the implementation of national projects,” Dmitry Grigorenko noted.
He recalled that monitoring is carried out using a special automated system, which makes it possible to control the implementation of each project and receive analytical data in a variety of contexts online. At the same time, the possibility of the influence of the human factor on the objectivity of the data is minimized, since they are requested directly from primary digital databases and completely exclude paper media.
“The system was created in such a way that government agencies see the picture of the execution of their activities in exactly the same form as we do. These data are objective and cannot be corrected. You can only complete the event to the end, the system itself pushes to this. Because the ultimate goal is to complete the project, not to punish non-completion. This is a new level management model that we will apply in other projects as well,” said Dmitry Grigorenko.
Work on the organization, monitoring and control over the implementation of national projects is carried out in a cascade: at the federal level there is a project office of the Government, in federal authorities there are departmental project offices, and in each subject of the Russian Federation there is a regional project office. This makes it possible to track the progress of implementation at all levels.
