Yury Yemets, Head of the Federal Penitentiary Service of Russia for the Yaroslavl Region, and Arslanbek Akaev, Chairman of the Centralized Religious Organization Spiritual Administration of Muslims of the Yaroslavl Region, signed a bilateral agreement on cooperation in the field of ensuring freedom of conscience and freedom of religion for those sentenced to imprisonment, as well as persons suspected or accused of committing crimes, located in institutions in the region.

The agreement spells out the main directions and forms of interaction between the parties, in particular the performance of divine services, religious rites and ceremonies, the organization of spiritual and moral education, taking into account the traditional values ​​of Islam.

“Representatives of the clergy carry out large-scale work in the institutions of the region, because convicts who profess one religion or another are less subject to criminal influence and are more disciplined,” said the head of the regional department, Yuri Yemets.

The Spiritual Administration of Muslims conducts active explanatory work with convicts who traditionally profess Islam. Today, prayer rooms and a mosque operate in the institutions of the region, specially trained imams from among the convicts work in them. They are engaged in religious education of parishioners, read sermons, answer questions related to religion.
