For a number of years, the Federal Penitentiary Service has been gradually working to optimize the number of penitentiary institutions. This process is due to a gradual decrease in the number of convicts held in correctional institutions, with a simultaneous expansion of the practice of applying criminal penalties that are not related to the isolation of convicts from society.
Over the past three years alone, 90 correctional institutions and detention centers have been liquidated in our country: in 2019 – 42, in 2020 – 16, in 2021 – 31, at the beginning of 2022 – 1. At the same time, starting from 2017, The Federal Penitentiary Service has established 39 correctional centers and 150 districts functioning as correctional centers for those sentenced to forced labor.
Currently, documents on the liquidation of another 36 correctional institutions and pre-trial detention centers are being considered.
