A trade and business complex will be built in the settlement of Ryazanovsky in the TiNAO under a program to stimulate the creation of places of employment. The Deputy Mayor of Moscow for Economic Policy and Property and Land Relations spoke about this Vladimir Efimov.

“A three-story shopping and business complex will appear on a two-hectare plot of land in the village of Ostafyevo. About 250 jobs will be created here. The facility with an area of 16.9 thousand square meters is planned to open in 2025,” said Vladimir Efimov.

The multifunctional complex will become the business and leisure center of the area. The building will house offices and a food court.

“The first and second floors of the complex will accommodate public catering establishments, and the third will house offices. The building will be equipped with access to the roof of the first floor, where summer verandas will be opened in the warm season,” added the Minister of the Moscow Government, Head of the Moscow Department of Investment and Industrial Policy

The total area of open public spaces on the roofs of the building will be more than 1.5 thousand square meters. Elevators and escalators will be installed in the complex, and parking for 214 spaces will be located nearby.

The city program for stimulating the creation of employment opportunities is designed to ensure comprehensive development of areas. According to its terms, the developer is partially or completely exempt from paying for changing the type of permitted use of the land plot on which he is building residential buildings, if he additionally invests in the construction of a facility where new jobs will appear.

Initially, the program was aimed at the construction of only industrial facilities and offices, then the list was significantly expanded. Today, investors also have the opportunity to receive benefits when constructing scientific and educational facilities, healthcare and social security, sports and culture, facilities designed to provide comprehensive logistics services, hotels, catering establishments, shopping and entertainment centers and other multifunctional facilities.

In addition, changes have been made to the program that make it possible to increase the volume of preferences. Investors can take on obligations to construct a facility in a short time and at the same time receive increased benefits. Thus, if the time for creating places of employment is reduced by 6–12 months, it will increase by five percent, and by more than one year – by 10 percent.

Not only developers who are planning to implement their project, but also those who are already building residential buildings in Moscow can take part in the program. At the same time, land plots for housing construction and the creation of places of employment may be located in different areas.
