The Ministry of Economic Development will submit to the Government amendments to the second reading of the bill on guest houses, which proposes to establish a simple mechanism for their legalization. Among the proposals is the expansion of the experiment from three to seven regions, as well as the implementation of regional state control over the operation of such facilities, Deputy Minister Dmitry Vakhrukov spoke at the round table “On conducting an experiment to establish the legal status and fundamentals of legal regulation of the activities of guest houses.”

“In the first reading of the bill, three participating regions were envisaged – Crimea, Sevastopol and Krasnodar Territory. There are many requests from tourist regions to also participate in the experiment. We propose to expand the experiment to seven subjects, adding the Altai Republic, Altai Territory, the Republic of Dagestan and the Kaliningrad Region,” said Deputy Minister of Economic Development of the Russian Federation Dmitry Vakhrukov.

The Ministry of Economic Development also proposes to supplement the bill with a section on the implementation of regional state control over the activities of guest houses. This will, among other things, help improve the quality of service.

“We have established that the Government approves the procedure for classifying guest houses and including them in the unified register of hotels, as well as other conditions for accommodation in guest houses. We are moving towards synchronizing the requirements that the Government now sets for hotels,” added Dmitry Vakhrukov.

Among the amendments proposed by the Ministry of Economic Development are issues related to advertising and posting information about such objects on booking sites. Only guest houses included in the unified register of hotels will be able to advertise their services on such platforms. This will support legally operating businesses and ensure fair competition. In addition, if there is shared ownership of a guest house, it can be included in the register only with the consent of all owners.

In Dagestan, which can become a participant in the experiment, the number of guest houses increases every year, said the Minister of Tourism and Folk Arts of the Republic of Dagestan Emin Merdanov.

“In particular, there is an increase in mountainous areas and on the coast of the Caspian Sea. The annually increasing tourist flow to the republic requires us to take measures to improve the tourism infrastructure, while the existing gaps in the legal regulation of the activities of guest houses complicate the solution of the tasks assigned to us. The lack of regulation of the activities of such accommodation facilities negatively affects the level of protection of consumer rights and their safety. In this regard, I consider it appropriate for the Republic of Dagestan to participate in the experiment, and I asked to support the inclusion of the republic in the list of subjects where the experiment is being conducted,” said Emir Merdanov, adding that the legalization of the activities of guest houses will increase the volume of tax revenues to the regional budget.

The Minister of Resorts and Tourism of the Republic of Crimea, Vadim Volchenko, expressed the opinion that participation in the experiment should be provided for guest houses, the rights to which were registered before the entry into force of this bill. “Further construction of guest houses should be regulated within the framework of current urban planning standards. The issue is being discussed whether the owner should be registered at the location of the guest house, on the territory of Crimea, in order for taxes to remain in the regional budget. There are a lot of disputes regarding the number of rooms and footage – we believe that the development of such standards can be left to the regions,” said Vadim Volchenko.

The amendments provide for a transition period for guest house owners. Thus, the owners of such accommodation facilities will have time to be included in the unified register of hotels.

In November, Deputies of the State Duma of the Russian Federation adopted in the first reading a bill on conducting an experiment to legalize guest houses. It allows us to make this market segment more transparent, as well as support fair competition in the hotel services market. Legally operating guest houses will have a number of preferences.
