On January 24, the Fifth Forum of the Association of Universities of Russia and Belarus began its work at the Intellectual Center – Fundamental Library of Moscow University. The Forum was organized by the Russian Union of Rectors, Moscow State University named after M.V. Lomonosov and the Belarusian Republican Council of Rectors of Higher Education Institutions. The event was chaired by the President of the Russian Union of Rectors, Rector of Moscow State University, Academician V.A. Sadovnichy (from the Russian side) and Chairman of the Belarusian Republican Council of Rectors, Rector of the Belarusian State University of Informatics and Radioelectronics V.A. Bogush (from the Belarusian side).

More than 70 rectors and representatives of Russian and Belarusian universities take part in the event. During the meeting, participants discuss priority issues of bilateral cooperation in the educational, scientific, technical and humanitarian spheres, share with each other advanced experience and best practices. Within the framework of the Forum, bilateral documents and cooperation agreements were signed.

State Secretary of the Union State D.F. addressed greetings to the participants of the Russian-Belarusian scientific and educational forum. Mezentsev, Chairman of the Board of the Eurasian Economic Commission M.V. Myasnikovich, Deputy Minister of Foreign Affairs of the Russian Federation M.Yu. Galuzin, Deputy Minister of Science and Higher Education of the Russian Federation K.I. Mogilevsky, First Deputy Minister of Education of the Republic of Belarus A.G. Bakhanovich, Deputy Secretary General of the Commonwealth of Independent States D.A. Trefilov. Wishes for fruitful work to representatives of the rectors’ community of the two countries were also sent by the Chairman of the Committee on Science, Education and Culture of the Federation Council of the Federal Assembly of the Russian Federation L.S. Gumerova and Chairman of the Committee on Science and Higher Education of the State Duma of the Federal Assembly of the Russian Federation S.V. Kabyshev.

Sadovnichy: “This is the fifth time the Forum has brought together more than 70 rectors and representatives of Russian and Belarusian universities in this hall. Over the years, the Forum has established itself as a prestigious and effective platform for interaction not only between rectors, but also between the academic and scientific communities of Russia and Belarus. Hundreds of joint projects between Russian and Belarusian universities, dozens of concluded bilateral cooperation agreements and new inter-university partnerships arose precisely on the margins of these meetings. The activities of the Association of Higher Educational Institutions of Russia and Belarus, which coordinates our work, are also developing successfully.”

Speaking about the long-term historical interaction between the countries and the continuous professional communication of the academic communities of Russia and Belarus, Viktor Antonovich especially noted the importance of supporting the development of the Russian language as a unique means of interethnic communication. “It has been and remains an absolute value for the development of our scientific and educational contacts that in the Republic of Belarus the Russian language, along with the Belarusian language, has the status of a state language. We can speak the same language both in science and in life – this is worth a lot!”, emphasized the RSR President.

Chairman of the Republican Council of Rectors of Higher Education Institutions of Belarus, Rector of the Belarusian State University of Informatics and Radioelectronics V.A. Bogush especially noted the open nature of the Association of Universities of Russia and Belarus, which is not strictly tied to membership in it. “By default, all universities of the Republic of Belarus, all universities of the Russian Federation that take part in forums are members of the large family of our Association. At the same time, we are quite actively moving both in depth and in breadth of our cooperation… The coordination plan, the “road map” of cooperation between universities in Russia and Belarus is not a dogma, it is an open document that is constantly updated by our joint projects,” said the head of the university community Belarus.

Among the agreements concluded as a result of the Forum is the agreement “On cooperation between M.V. Lomonosov Moscow State University and the Eurasian Economic Commission,” as well as seven agreements between Russian and Belarusian universities aimed at deepening scientific and educational cooperation. The medal of the Eurasian Association of Universities was awarded to the Chairman of the Board of the Eurasian Economic Commission M.V. Myasnikovich.

The Association of Universities of Russia and Belarus was created on July 18, 2019 as part of the VI Forum of Regions of Russia and Belarus, which was held in St. Petersburg. That same year, in October, the First Forum of the Association took place at Moscow University. In the context of the coronavirus pandemic, the next two Forums in 2020 and 2021 were held online, and the Fourth Forum was hosted by Yanka Kupala State University of Grodno on June 30, 2022. Participants in the forums are traditionally rectors and representatives of leading universities of fraternal countries, their scientific organizations and academic community, ministries and relevant departments interested in expanding and strengthening bilateral cooperation in the educational, scientific, technical and humanitarian spheres. The main areas of interaction within the Association are projects to support the academic mobility of students and teachers, networking between faculties and departments, the creation of joint textbooks and educational programs, cooperation between student organizations and young scientists, as well as the development and implementation of bilateral research programs and fundamental knowledge transfer projects in applied technologies.
