On January 29, as part of the solemn event “National Expert – 2023,” a consolidated report by the ANO “National Priorities” and the National Research University Higher School of Economics was presented on the effects of the implementation of national projects in 2019–2023 for Russian society. It was the result of a series of eight expert meetings. The report identifies the main vectors of influence of national projects on the lives of people and the country, society and the economy.

The event also included an award ceremony for the best experts and the most active participants in the 2023 expert sessions.

As experts note, national projects provided common goals and planning horizons for the entire country. As a result of their implementation, a completely new infrastructure appeared.

Thus, the national project “Science and Universities” has led to a multiple increase in requests for the involvement of scientists and researchers in technological entrepreneurship. Not only has the material and technical base of Russian universities been updated, the country has, in fact, begun the creation of a network of world-class university campuses.

The popularization of a healthy lifestyle has led to the adoption of health promotion programs based on uniform approaches in all Russian regions, and tobacco-containing products are being gradually phased out of circulation. Rosstat has created a system for measuring the share of citizens leading a healthy lifestyle; a network of regional centers for promoting public health appeared.

The implementation of the national project in the field of ecology has influenced the fact that business has become more “ecologically friendly”. An infrastructure for waste collection and processing has emerged.

Efforts to create a comfortable urban environment have had a positive impact on demographics. At the same time, the landscaped area becomes a center of tourism, and the created infrastructure becomes the basis for attracting investment.

The fact that the implementation of national projects has influenced almost all spheres of life in the country is obvious from surveys of Russians. The report provides citizens’ assessments of the changes taking place in their lives and the country.

Based on the surveys conducted, in particular, the following increased:

by 10 p.p. the number of Russians who try to eat healthy (from 2022 to 2023 from 33 to 43%);

by 21 p.p. the number of older people undergoing medical examination (from 2020 to 2023 from 20 to 41%);

by 10 p.p. the number of those who noticed an improvement in the quality of roads (from 2020 to 2023 from 56 to 66%);

by 5 p.p. accessibility of quality education regardless of place of residence (from 2020 to 2023 from 43 to 48%);

by 8 p.p. the number of Russians noting the improvement of the urban environment (from 2020 to 2023 from 77 to 85%);

by 9 p.p. the number of Russians who believe that domestic goods have become of better quality (from 2020 to 2023 from 50 to 59%).

“The work being done by National Priorities is extremely important for the government. This is precisely the formation of feedback for developing and making decisions,” Deputy Chief of Staff of the Government of the Russian Federation Leonid Levin commented on the release of the report. According to him, this work gives an understanding of what direction to move next and what to improve.

“HSE is a multidisciplinary university that takes part in a large number of projects. We have 54 thousand students, a huge number of areas of training, a large scientific and expert reserve, and I understand how difficult it is to consolidate the expert space. Colossal work has been done in this direction. I would like to urge all experts not to give up their positions, but at the same time to come together to those decisions that will be implemented in the interests of a particular person living in our country,” said HSE Rector Nikita Anisimov during the presentation of the report.

Eight reports were released in 2023, and taken together they gave a complete, interesting and systematic picture of the social effects of the implementation of national projects, noted Sofia Malyavina, General Director of the National Priorities ANO, during her speech. “All national projects allowed the federation, regions, authorities, business and society to unite around common goals and give the whole country an understanding of where we are moving. Businesses restructured their strategies to suit national projects, included new types of corporate and social responsibility, and changed strategic blocks. The same thing happened in many areas that oversee national projects,” noted Sofia Malyavina. According to her, the implementation of national projects will have long-term positive consequences, which are already visible to experts. For example, the creation of a supporting network of roads leads to a reduction in logistics costs and an increase in trade turnover between regions, and a landscaped area becomes a driver for the development of local businesses, public projects and communities.
