Deputies of the State Duma adopted in the first reading a bill amending the Federal Law “On Non-Profit Organizations”. The document was developed by the Russian Ministry of Economic Development to increase access of non-governmental organizations to budget funds to provide social services to citizens. The draft federal law proposes to supplement the list of types of activities that allow non-profit organizations to be classified as socially oriented non-profit organizations (SONCO).

Socially oriented activities will include support for family, motherhood, paternity, childhood, placement of children in families and assistance to stray animals without an owner. This will allow them to receive various financial, property, information, and consulting support provided for by current legislation.

“The list of socially oriented activities is indeed expanded by the bill. Organizations whose work is aimed at placing orphans in families, helping homeless animals, including shelters for them, will have their place among SONCOs,” commented Svyatoslav Sorokin, director of the department for development of the social sphere and the sector of non-profit organizations of the Russian Ministry of Economic Development.

In addition, it is proposed to expand the list of data that NPOs must disclose on the Internet: they will be added to the obligation to publish the organization’s charter on the information resource of the Russian Ministry of Justice. Availability and transparency of information about organizations will increase the trust of society and the state in the non-profit sector, which is one of the key factors for their successful activities.
