The Russian Government has established an experimental legal regime (EPR) for the operation of unmanned aircraft systems (UAS) in the territory of the Nenets Autonomous District. The relevant decree was drafted by the Russian Ministry of Economic Development and Trade as part of the implementation of the Strategy for the Development of Unmanned Aviation and the national project “Unmanned Aviation Systems”, which is supervised by First Deputy Prime Minister of the Russian Federation Andrei Belousov.

According to Vladimir Voloshin, Director of the Department of Digital Economy Development of the Russian Ministry of Economic Development, the geographical remoteness of sparsely populated areas of the Far North promotes the development of unmanned aviation for transportation within the regions.

“We are happy to support and provide comprehensive assistance to the companies initiating the experiment of drone operation in the Nenets Autonomous District. The issues of development of transport accessibility in the Far North regions are especially urgent, because, for example, during floods, transportation of goods to people living in remote areas becomes difficult. If the experiment is successfully implemented, it will be possible to create the necessary infrastructure to establish an uninterrupted supply of goods independent of weather and seasonal conditions,” said Vladimir Voloshin.

The project provides for the possibility of using unmanned aircrafts (UAVs) with a maximum takeoff weight of more than 30 kg to perform aviation operations and air transportation of cargoes weighing from 0.1 kg to 1.5 tons. 6 EAF subjects are planning to participate in the project implementation, including JSC “Empaero”, LLC “TS Integration”, JSC “Ecolibri”, FAU “S.A. Chaplygin Siberian Research Institute of Aviation”, LLC SIC “Aeroscript” and JSC “Aviation Certification Center “SibNIA-TEST”. The EPR Program envisages accession of other entities in accordance with the procedure established by law.

“The issue of ensuring prompt cargo delivery is especially important for our region. Remote settlements can often be reached only by manned aviation, and delivery of small-sized cargoes is unprofitable for them. Drones will harmoniously complement the region’s logistics network, delivering medicines and other equally important cargoes in the shortest possible time,” said Yuri Bezdudny, Governor of the Nenets Autonomous District.

The project involves the use of drones for aerial surveying, crop protection and forest fire protection, among other things.

“We consider the direction of cargo transportation using drones to be extremely promising. We are sure that in the future it will have an important strategic significance for many sectors of the country’s economy. The opening of the experimental legal regime will give a powerful impetus to the joint project of the Nenets Autonomous District, T1 Holding and Ecolibri in terms of testing new types of cargo, transportation and unmanned aircraft. This regime will allow us to test the technology and scale it up to the entire region and, in the future, to the entire country,” said Igor Kalganov, General Director of T1 Holding.

For safe and efficient operation of drones, it is planned to implement a pilot area management system, which will process data on all EPR subjects and their actions, as well as ensure interaction between the companies participating in the experiment and regulatory authorities.

In the course of the project implementation, it is envisaged to perform not only new services using BAS, but also to take measures to improve flight safety, autonomy of BAS use and efficiency of the services provided.
