At a meeting of the interdepartmental working group on the creation of SEZs and priority development areas in single-industry towns, held under the leadership of the Deputy Chairman of the Government of the Russian Federation – Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev, the creation of two new industrial and production SEZs was supported: “Emmauss” in the Tver region and “Sistema” in the Republic of Mordovia. An increase in the area of three existing industrial and production SEZs was also approved: Lipetsk, Kaluga and Uzlovaya in the Tula region, as well as the Volodarsk ASEZ in the Nizhny Novgorod region.

“There are 50 SEZs in Russia. The total volume of investments in the projects is 6.2 trillion rubles, of which 1.2 trillion has already been implemented. The volume of taxes paid by residents to budgets of all levels is 190 billion rubles. 92 priority development territories have been created in single-industry towns and closed administrative towns. More than 305 billion rubles of investments have been made. The number of residents implementing projects in preferential territories (ASEZs and SEZs) is almost 2.5 thousand, more than 172 thousand jobs have been created. In future new special economic zones, projects that are of great importance for the development of the economy of our country are planned for implementation. These include the production of high-tech parts for turbomachines, the production of optical fiber, as well as domestic cable cars,” said Yuri Trutnev.

“Special economic zones have shown their effectiveness, and we support initiatives to create new sites and expand existing SEZs, which have shown good results. The positive budgetary effect from the operation of the SEZ for the three quarters of 2023 is estimated at more than 57 billion rubles. 329 billion rubles of state support accounted for more than 386 billion rubles of tax and non-tax payments,” noted Deputy Minister of Economic Development of Russia Dmitry Vakhrukov.

The Emmauss SEZ in the Tver region is being created on behalf of the President of the Russian Federation. Conditions are being created for the creation of several industry clusters at once – logistics, industrial, chemical. Residents plan to create more than 8 thousand new jobs.

“It is predicted that the total volume of tax contributions to budgets of all levels for the specified period will exceed 38 billion rubles, insurance premiums – 25.5 billion rubles. Currently, 8 companies have confirmed their readiness to participate in the project. These include production facilities that have no analogues in Russia, whose products will be in demand for the development of the infrastructure of our entire country. All projects are at a high level of readiness; the first production is planned to be launched in the first half of 2025,” reported the Governor of the Tver Region, Igor Rudenya.

The new SEZ “System” will appear in the city of Saransk and in the Lyambirsky district of the Republic of Mordovi. It is planned to implement a number of high-tech projects. Residents plan to create more than 760 new jobs.

“The task of ensuring technological sovereignty, set by the President of Russia, is now key for the entire country. Mordovia is doing a lot of work to create comfortable conditions for investors in our republic. The most important mechanism is the creation of a special economic zone. We will support import-substituting projects specifically in the areas of high-tech production,” commented the head of the Republic of Mordovia, Artyom Zdunov.

The increase in the area of the Lipetsk SEZ is carried out at the direction of the President of Russia. The expansion of the SEZ is aimed at the development of modern agricultural engineering. A new SEZ site is being created on the territory of the former Lipetsk Tractor Plant, where the Amkodor company from the Republic of Belarus intends to localize the production of trailed equipment and agricultural machinery. Residents plan to create 2.5 thousand jobs.

They plan to develop a pharmaceutical cluster on the expanded territory of the Kaluga SEZ. Currently, 3 projects have been announced with investments worth more than 17 billion rubles with plans to create 2 thousand new jobs.

The project to expand the territory of the Uzlovaya SEZ in the Tula region involves the construction of a small-scale complex for the production of liquefied natural gas.
