On February 28, the final meeting of the current Academic Council of the National Research University Higher School of Economics was held. Its term of office is expiring; on March 19, a conference of employees and students of HSE will be held, at which elections will be held, and by the end of March a new composition will be formed Academic Council for a five-year term.

According to Irina Martusevich, Vice-Rector of the National Research University Higher School of Economics, over the past two months the university has held general meetings of subdivisions and conferences of enlarged groups, at which 710 delegates to the upcoming university-wide conference were elected.

By the decision of the Academic Council the list of elected delegates was approved.

Another 123 delegates are current members of the Academic Council of NRU HSE. Thus, the total number of delegates is 833, all categories of employees, undergraduate and graduate students will be represented.

In addition, the conferences of the enlarged groups nominated candidates to the elected part of the Academic Council, taking into account the quotas approved last December. All nominated staff members were included in the list formed by the Academic Council for submission to the conference. The list is available at conference website University.

In addition to the members elected by the conference, the Academic Council will include ex officio the Rector, the President, the Academic Director and his/her deputy, and the Vice-Rectors. If nominated by the Rector, the Academic Council may include other colleagues (campus directors, deans, chair of the trade union, senior directors and line directors) by decision of the Academic Council. The maximum number of members of the Academic Council will be determined by the delegates of the conference; the current Academic Council has recommended that it should be 150 people.

The conference of employees and students of the National Research University Higher School of Economics will be held on March 19 at VDNKh within the framework of the exhibition-forum “Russia”.

President of the National Research University Higher School of Economics Alexander Shokhin reported to the Academic Council on his work from 2019 to 2024. As Rector Nikita Anisimov noted, such a report is stipulated by the university’s charter. The President spoke about his participation in the improvement of educational, scientific, expert-analytical and other activities of the university, his work as the Head of the Department of Theory and Practice of Business and Government Interaction, etc.

The Academic Council approved the Regulations on Student Self-Governance at the National Research University Higher School of Economics. The innovations introduced in this document were presented by Vice-Rector Dmitry Zemtsov. For example, one of the sections is dedicated to the Ombudsperson for the Rights of Students and Graduate Students of the National Research University Higher School of Economics. The legal basis for this institution was previously the decision of the Student Council. Over the years of its existence, the institution of the Ombudsperson proved its effectiveness and therefore was enshrined in the Regulations. Another significant innovation was the inclusion of a section on the Unified Appeals Center in the text of the regulations. This is a new body created for the purpose of prompt response to the appeals of students, to ensure the stability of work on the protection of the rights and interests of students in emergency situations. The creation of this body was the result of the work of the Situation Center of NIU HSE in 2022-2023.

At the meeting in the form of secret ballot there was a competition to fill the positions of the teaching staff. Before the vote, Vladimir Shadrikov, Head of the Academic Council Personnel Commission, spoke about the results of the Commission’s work, and First Vice-Rector Vadim Radaev presented an analytical report on the dynamics of the indicators of the competition for faculty positions. In particular, he noted that the number of Vyshkas faculty members who received reprimands for overestimating students’ grades has significantly decreased over the past three years, so the fight against “grade inflation” is yielding tangible results.

The meeting was attended by Marina Borovskaya, President of the Southern Federal University, who, as Chair of the Council of Rectors of Higher Education Institutions of the South of Russia, leads the work in new Russian regions. “We in the South need the help and support of the professional community, and it is great that we are keeping up with the Higher School of Economics,” she said.

Rector Nikita Anisimov, President Alexander Shokhin, and the university’s scientific director Yaroslav Kuzminov presented university awards to their colleagues. Recognition medals were awarded to HSE professors Valentina Dybskaya, Ekaterina Entina and Fuad Aleskerov.

Summarizing the results of the meeting, Nikita Anisimov thanked the members of the Academic Council for the fruitful joint work, separately mentioning the commissions of the Academic Council, which carried out qualitative examination of all the issues and documents under consideration.
