On March 3, as part of the World Youth Festival, the session “The Future through the Eyes of Youth: Unity in Diversity” organized by the Higher School of Economics was held. During the panel discussion, experts from the Higher School of Economics and MGIMO presented reports with the results of their research.

The key speakers of the session were Olga Petrova, Deputy Minister of Science and Higher Education of the Russian Federation, Ekaterina Kharchenko, Deputy Chairman of the State Duma Committee on Science and Higher Education, Dmitry Polikanov, Deputy Head of Rossotrudnichestvo, and Denis Butsaev, General Director of the Russian Ecological Operator. The session was moderated by Dmitry Zemtsov, Vice-Rector of the National Research University Higher School of Economics.

“In the modern world, youth policy is the key to the strategic success of the state development. Moreover, youth policy should be evidence-based, based on the predictive capabilities of science,” said Dmitry Zemtsov, opening the discussion. – Our work resembles a game of chess by correspondence: today’s decisions in the sphere of youth policy have not only instantaneous effects, but also delayed consequences for decades. Therefore, today it is important for us to understand what we know and what we don’t know about youth, to find ways to get rid of white spots, and to focus on the principle of evidence in management decisions”.

Alexei Tokarev, a scholar of the National Research University Higher School of Economics and Moscow State Institute of International Relations, presented the followingresearch of mass consciousness of Russian youth. The work is based on the results of 64 focus groups conducted in 30 localities (Vladivostok, Khabarovsk, Yekaterinburg, Taganrog, Donetsk, Foros and others). Alexei Tokarev said that the basic self-perception of the country among young people is the greatness of geography, history and culture, and the image of the future is formed from equality of opportunities.

The unique research methodology is being implemented on the festival fields: the research group of the Higher School of Economics conducts interviews and focus groups to form a unified image of the picture of the world and Russia in the eyes of young people.

Ivan Gruzdev, Director of the Center for Sociology of Higher Education at the National Research University Higher School of Economics, presented the report “What We (Don’t) Know About Youth?”. According to the study, the educational trajectories of young people show a boom in demand for colleges and vocational education (more than 60% of 9th grade students choose them). The pragmatic motives for higher education are also growing: for more than 80% of students, higher education is primarily an opportunity to build a successful career. In addition, there is a noticeable increase in interest in medical and engineering directions, while the demand for economic and management directions is decreasing.

Ivan Gruzdev identified the development of collaborations between different research centers, the diversity of research methods, and the transition from generalizations to detailed descriptions of the internal differences of youth groups as the three main steps in the development of youth research.

“Thank you to the Higher School of Economics for conducting such research and providing a basis for management decisions, because when decisions are made on the basis of data, it greatly increases their effectiveness,” Olga Petrova said. In her opinion, the students’ drawings, which were presented in the reports as the results of focus groups, confirm that our youth not only accepts the value of multi-confessional unity, but also expresses readiness to broadcast it.

“We are together, we are different, but complex tasks can only be solved by a team. This principle is already so ingrained in our guys that we only have to show our example of collaboration for the most effective results, and youth research is just the thing we should do together,” the Deputy Minister emphasized.

During the session, Dmitry Zemtsov announced the intention of a number of research groups to create a consortium on youth research and evidence-based youth policy, inviting all interested scholars and experts to join.
