By decree of the Government of the Russian Federation, changes are made to the EPR program: the areas of application of the experiment are expanded to Moscow and the Moscow region. The EPR is being implemented within the framework of the socio-economic development initiative of the Russian Federation “Personal Medical Assistants”, approved by the Chairman of the Government of the Russian Federation Mikhail Mishustin.

When undergoing a monitoring program, it is necessary to measure the relevant indicators at intervals established by the attending physician. The data will be automatically transmitted to the attending physician in real time. This will allow you to monitor the dynamics of the patient’s condition and take the necessary measures in a timely manner.

“The experiment has been successfully implemented for more than a year and as of March, the number of remote monitoring programs exceeded 15 thousand. Is it a lot or a little? Together with our colleagues participating in the experiment, we believe that the results obtained are sufficient to begin the next stage – the preparation of preliminary conclusions confirming the effectiveness of both the technology used and specially developed legal mechanisms. This is the first EPR out of 14 installed, according to which this stage starts. Successful passage will speed up changes in general regulation on the use of remote health monitoring tools, and will also help make this transition seamless,” commented Vladimir Voloshin, director of the department for development of the digital economy of the Russian Ministry of Economic Development.

At the same time, the procedure for joining medical organizations, manufacturers of medical devices and medical decision support systems is being supplemented and simplified. In particular, now the regional Ministry of Health or FMBA of Russia, depending on the territorial location of the organization, assumes the functions of accepting applications to join the EPR, forming and sending lists of EPR participants to the regulatory body for making a decision on joining them to the EPR.

The territory of the experiment is expanding and FMBA medical centers located in Moscow and the Moscow region are being added to eight regions (Irkutsk, Magadan, Novosibirsk, Ryazan, Samara, Tyumen regions, the Republic of Tatarstan, and the Khanty-Mansiysk Autonomous Okrug – Yugra), ”said Vladimir Voloshin .

“The architecture of the project, through the unification of the integration of remote monitoring medical products with the Personal Medical Assistants Platform, will create the opportunity to manage technological and information risks by standardizing the exchange, accumulation and processing of data. The result will be the creation of a unique national ecosystem for remote monitoring of key patient health parameters, provided by the state, obtained from personal, including mobile and wearable, medical devices. The use of this data in close integration with other medical data of the patient (with his consent) and objective indicators of his lifestyle will be a key element of the system of personalized medical care,” commented one of the EPR participants, head of the “Medicine” project office of United Instrument-Making Corporation JSC.
