Obligations to transfer data on outbound tours to the state information system “Electronic Tour” were enshrined in law in 2022, the norm began to apply on November 15, 2023. After analyzing the first results of operating the system and at the suggestion of industry representatives, a decision was made to simplify the procedure for entering data. The corresponding point was included in the “road map” for transforming the business climate, approved by the Government of the Russian Federation in January 2024. It is planned that the regulatory framework will be developed in June–July 2024. As a result of this work, the labor costs of travel agencies and tour operators for entering data will be significantly reduced.

“We estimated that for travel agents, almost half of the mandatory fields that are present in an electronic travel package today can be removed. There is no need for them,” noted Dmitry Vakhrukov.

The Deputy Minister also shared plans to legislate the division of responsibilities of tour operators and travel agents. Today, uncertainty in this matter leads to numerous controversial situations, including conflicting court decisions. Legislative consolidation of the norm on the division of responsibility will allow them to be excluded. As Dmitry Vakhrukov stated, this issue will be settled this year.

According to the Ministry of Economic Development, the register of travel agents currently includes 34 thousand entrepreneurs and companies. The VI All-Russian Congress of Travel Agents brought together about 2 thousand market participants from all over Russia, as well as about 50 industry experts. The opening of the congress was attended by the President of the Russian Union of Tourism Industry Ilya Umansky, member of the State Duma Committee on Tourism and Tourism Infrastructure Development Artyom Prokofiev, and Governor of the Yaroslavl Region Mikhail Evraev.
