The number of Russian regions where highly efficient My Documents public service centers operate has increased by a third. This follows from the rating of the Ministry of Economic Development, compiled on the basis of comparative data for 2023. 85 subjects of Russia took part in the rating.

According to the results of the 4th quarter of last year, My Documents offices in 63 regions entered the group of high efficiency levels. Public service centers in 22 regions fell into the middle-level group. For the first time in the history of the rating, not a single region was included in the group with a low level of MFC efficiency. A significant improvement in the quality of work was demonstrated by public service centers in the Oryol region and the Republic of Ingushetia: from the group with a low level of efficiency in the 3rd quarter, they immediately moved to the group of the best.

For comparison: at the beginning of last year, out of 85 constituent entities of the Russian Federation, 47 regions were included in the high efficiency group of public service centers, and 22 and 5 regions were included in the medium and low efficiency groups, respectively.

The MFC rating is formulated quarterly. The activities of the “My Documents” offices are assessed according to such indicators as, for example, the availability and quality of government and municipal services, client-centricity, digitalization of offices, the work of user support sectors, and others. Depending on the degree to which the established indicator values are achieved, public service centers receive corresponding points. Based on the total results, the MFCs of the constituent entities of the Russian Federation are assigned a high, medium or low level of efficiency.

“The MFC rating is not only one of the tools for managing a network of public service offices, but also an incentive to improve the efficiency of their work. This was proven by the successes of our colleagues in the 4th quarter of last year. New Russian regions did not participate in the rating, since the network of public services there is still developing. But we are already seeing good results of its work: in the LPR, DPR, Zaporozhye and Kherson regions there are 104 My Documents offices, they provide more than 50 of the most popular services, the population coverage is 72.6%. Therefore, we expect the participation of new regions in the 2024 ranking,” noted State Secretary and Deputy Minister of Economic Development of the Russian Federation Alexey Khersontsev.

The first My Documents centers appeared 16 years ago, but the official start of the federal project to develop a network of public services in the country was given in 2012 after the issuance of a Presidential Decree. On January 24, 2024, Vladimir Putin, at a meeting on the socio-economic development of new constituent entities of the Russian Federation, emphasized that there are no trifles in the large, complex, responsible work of their revival. “Everything that surrounds people is important: the conditions in which they live, study, work, and raise children,” he said.
