Alexander Novak thanked the employees and management of Rostechnadzor for their professionalism and conscientious approach to their duties and took part in the award ceremony for the department’s employees.

“Thanks to the coordinated and effective work of all department services, by the end of 2023, Rostechnadzor ensured the appropriate level of technological safety. It was possible to prevent an increase in the accident rate and the number of fatal injuries at supervised facilities, including fuel and energy complex facilities,” the Deputy Prime Minister noted.

Positive results were achieved thanks to the execution of a list of instructions from the President and the Government following a meeting on the situation in the Kuzbass coal industry at the end of 2021. The Deputy Prime Minister instructed Rostechnadzor to soon complete the preparation and adoption of the remaining list of by-laws as part of strengthening safety measures in the coal industry.

He also instructed the service to submit proposals to the Government on a system of measures to mitigate the risks of industrial, energy and environmental safety associated with the forced replacement of sanctioned equipment and its components or consumables with analogues.

Alexander Novak emphasized the important role of Rostechnadzor in the implementation of large infrastructure projects of Russian fuel and energy companies and the nuclear industry in the country and abroad.

We are talking about the construction of a number of new LNG production and gas processing facilities, the Power of Siberia and South Stream gas pipelines, the development of gas condensate fields, the construction of nuclear reactors within the country and nuclear power plants abroad – from Bangladesh to Hungary. As part of the social gasification program, the service accepted more than 32 thousand objects of gas distribution and gas consumption systems.

As a result of the reform of control and supervisory authorities, in order to reduce the unreasonable administrative burden on business, the efficiency of industrial safety inspections of enterprises was increased, while their number decreased by almost 25% year-on-year and at the same time increased the number of supervised facilities. Thanks to increasing the pace of preventive work (increasing the number of warnings and consultations), as well as reducing the volume of fines by 19%, businesses were able to invest in eliminating violations identified in a timely manner.

Thanks to the introduction of risk indicators, more than 400 unscheduled inspections of industrial facilities were carried out in 2023, compared to 26 in 2022. In this way, it was possible to prevent violations before emergencies occurred and eliminate all risks in a timely manner.

“The safety of citizens and the stable operation of industry, energy and other sectors of the Russian economy largely depend on the quality and efficiency of your work,” Alexander Novak emphasized, concluding his speech.
