The report shows that during this time the sector really began to grow at a serious pace: the contribution of non-profit organizations to the country’s GDP doubled, the total volume of funds and property of SONCO increased by 53%, and the volume of endowment funds increased significantly to 140 billion rubles,” reported Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova.

Socially oriented non-profit organizations are organizations that solve socially significant problems of society and do not have the goal of making a profit. These may be organizations related to social services, environmental protection, charity, education and culture. The activities of SONCO in Russia are regulated by the Ministry of Economic Development of the Russian Federation, and the curator of the sector is Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova.

According to the deputy minister, the number of SONPOs increased from 127.6 thousand in 2021 to 129.9 thousand in 2022. The average number of employees of socially oriented NPOs was 541.9 thousand people. The increase in employment in SONCO in 2022 compared to 2020 was 13%.

The total amount of funds and property of SONCO increased by 53%. The volume of endowment funds, which is formed through donations, has grown to 140 billion rubles.

The report also outlines the support measures available to SONPOs. These are financial instruments in the form of subsidies and grants, tax preferences, property support in the form of preferential or free rent of land and buildings, access to government procurement for the provision of social services.

The report reflects the rating of Russian regions in terms of support for SONPOs and social entrepreneurship at the regional level. The rating allows us to identify best practices and encourage regions to implement measures to support the non-profit sector and social entrepreneurship.

At the end of 2022, the top 10 of the ranking included the following regions: Republic of Bashkortostan, Khanty-Mansiysk Autonomous Okrug – Yugra, Yamalo-Nenets Autonomous Okrug, Yaroslavl Region, Tyumen Region, Primorsky Territory, Krasnoyarsk Territory, Nenets Autonomous Okrug, Leningrad Region, Novgorod Region region.
