In Petrozavodsk, Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting on the implementation of investment projects in the Republic of Karelia and visited a number of production facilities.

“Karelia is a unique region of our country, very beautiful and of constant interest among tourists. But it is quite obvious that Karelia is developing today in a number of directions. Woodworking, pulp and paper, and mining industries form the basis of the development of the republic. It is clear that, as for any territory, the influx of investment is of fundamental importance. In connection with changes in the international situation, and in fact, the approach of NATO borders to our territory, the issue of accelerating economic development and strengthening the republic as a whole arises even more,” Yuri Trutnev opened the meeting.

The continuation of the investment project of Karelian Okatysh JSC for the large-scale construction of a cyclic-flow technology (CFT) complex in the Central Quarry was discussed. The CPT complex is the largest project in the entire history of the enterprise, with which Karelsky Okatysh became a resident of the Arctic zone in 2021, which guarantees state support in the form of tax benefits. The company has already put two lines into pilot production: ore and overburden. The total length of the conveyors is 7 km. The construction of the CPT complex will allow the plant to reduce the number of dump trucks in the Central Quarry by 2026 and save on their purchase: ore and waste rock will be lifted to the surface by conveyors instead of vehicles. At the same time, carbon dioxide emissions will decrease by 9.5 thousand tons per year. Commissioning of the central heating center complex is scheduled for June 2024.

A resident of the Russian Arctic, LLC Northern Midia, has been implementing an aquaculture and tourism cluster project in the Loukhsky district since 2021. It is planned to create the largest certified mussel farm in Russia and a unique eco-resort on the White Sea in the village of Chupa. For growing mussels, 40 lines with 45 tons of planting material were installed, and the installation of five cages with the potential for growing up to 350 tons of fish was completed. In 2023, the resident produced 20 tons of mussels, which is 4 times more than the volumes of 2022. This year it is planned to grow 25–30 tons. In the tourism cluster of the investment project, there are 11 tourism sites in varying degrees of readiness.

With the help of the preferential regime of the Russian Arctic, the first three-star hotel under the Cosmos Smart brand was built and opened in August 2022. The hotel, equipped to international standards, became part of the republican investment project “Creation of the Karelian White Sea Tourist and Recreational Cluster”, implemented within the framework of a public-private partnership with the aim of developing tourism infrastructure in the region. The hotel is located in a pine forest on the shore of the lake. The management of Cosmos Hotel Group JSC proposed to consider the possibility of using the hotel complex for events, including regional ones.

A resident of the Russian Arctic, VelT – Karelian Travels LLC, presented proposals to make it easier for investors to create infrastructure for recreational recreation, fishing and hunting.

Tax benefits and administrative support from the Russian Arctic regime helped the company Vostok-Service-Spetskomplekt JSC create a new garment factory. Equipment was purchased and installed, production began. The enterprise will operate at full capacity next year. A full-cycle production of special clothing of the Vostok-Service brand will be organized here (cutting raw materials, sewing, labeling, packaging, testing prototypes). A new enterprise requires qualified personnel. The investor raised the question of the need to train employees in higher educational institutions, for example, to train technologists and designers.

Edgan Machinery LLC presented a project to create a high-tech production of components for air rifles. The enterprise will organize the production of various parts on CNC machines and components for air rifles produced by the Edgan group. The investor is preparing to become a resident of the Russian Arctic.

“We are trying to implement all the measures that have already proven themselves in the Far East in the Arctic zone. In some places they turn out to be even more aggressive in the good sense of the word, and this is shown by the dynamics of investors. We are approaching the figure of 2 trillion rubles of investment from almost 800 residents of the Arctic zone of the Russian Federation,” said Alexey Chekunkov, Minister for the Development of the Far East and Arctic.

“The system of Arctic preferences is unique. It allowed us to implement a number of fairly large projects, for example, a cargo flow format for unloading ore at our Kostomuksha Mining and Processing Plant. Just yesterday another resident of the Russian Arctic appeared in the high-tech sector. Today, Alexey Olegovich Chekunkov supported our idea of quickly creating a route between three Arctic regions – Arkhangelsk, Murmansk regions and Karelia – around the White Sea,” noted the head of the region, Artur Parfenchikov.

Yuri Trutnev instructed the Ministry of Eastern Development and the Far East Region to work on the issue of extending the “Patriotic” ASEZ regime to the Arctic territories in order to use the form of support for production that is already being implemented in the Far East, necessary to ensure victory in a special military operation.

“There is a lot of work in the Arctic. Karelia is 40% Arctic territory. The mechanism of the Arctic zone of the Russian Federation, which is extended to the entire Arctic territory, is working. Investors said that he helps them in implementing projects. But this is not enough. Obviously, we need to look for what else needs support. This is what we will continue to do,” Yuri Trutnev summed up.

On the same day, the Deputy Prime Minister got acquainted with the work of the Onega shipbuilding and ship repair plant. The production capacity of the enterprise allows the construction and repair of ships with a dock weight of up to 2.3 thousand tons, a length of up to 140 m and a width of up to 16.5 m. The plant cooperates with the Russian Crab group of companies. The construction of crab catchers is carried out within the framework of the “quotas in exchange for investments” program. The company builds technical fleet vessels, including high ice class vessels. In 2023, the enterprise laid down two keels of new generation shallow-draft icebreakers of Project 22740M. The shallow draft allows the vessels to operate in shallow, freezing seas and on inland waterways. Since 2019, the plant’s production capacity has been modernized, which involves the creation of new production facilities, the introduction of automation and robotization equipment, the latest quality systems, the organization of an information management system, which will increase the capacity in the hull processing production to 10 thousand tons per year and create at least 500 high-performance jobs. The cost of modernizing the enterprise is 6.5 billion rubles, of which 5.8 billion rubles are investments from the federal budget. The plant renovation is planned to be completed by the end of this year.

The Deputy Prime Minister also visited the EFER Fire Robotics Engineering Center, which develops fire protection projects for various industrial and civil facilities and produces the most modern high-tech firefighting equipment. The Engineering Center is included in the list of systemically important organizations of the Republic of Karelia and is a participant in the national project “Labor Productivity”.

The Deputy Prime Minister was presented with projects to protect facilities using robotic fire extinguishing systems. These installations are designed for early detection, extinguishing and localization of fire in automatic mode at strategically important facilities and are used to protect industrial and public buildings, hangars for airplanes and helicopters, turbine rooms of nuclear power plants and thermal power plants, warehouses, buildings for sports and entertainment events, wooden monuments architecture Today, the company’s products are supplied, among other things, to protect important facilities in the Arctic and Far East.
