The financial and economic activities of universities require improvement, including to preserve and strengthen human resources, more efficient use of existing resources and attract new funds to science and education. This was discussed at a strategic session held at the Higher School of Economics.

A strategic session of the working group on improving the methodological and regulatory framework on the issues of conducting financial and economic activities by educational organizations of higher education was organized in Higher School of Business, National Research University Higher School of Economics. Representatives of universities and the Russian Ministry of Education and Science discussed financial policy in the field of higher education, issues of remuneration of scientific and pedagogical workers, and best practices for attracting young people to work in the field of science and education. The meeting was opened by the Vice-Rector of the National Research University Higher School of Economics Shamil Akhmetov, wishing everyone successful work.

“We have the first meeting of the working group, we will regularly update its composition so that it includes the strongest and most effective representatives of universities. We will increase the competence of financial services, invite not only vice-rectors in charge of the financial and economic area, but also rectors and heads of the strategic block, so that we talk about the future, so that the financier is perceived not as a treasurer, but as a partner involved in strategic development,” – noted the director of the economic policy department of the Russian Ministry of Education and Science Aslan Kanukoev.

He spoke about the results of financial policy in the field of higher education. In particular, funding for higher education institutions in 2021–2024 increased by 33% – from 344.7 billion rubles to 459.1 billion. From 2024, only topics that received positive conclusion of the Russian Academy of Sciences, emphasized Aslan Kanukoev. He also noted an increase in the number of educational loans issued: in 2023, banks issued 141 thousand education loans.

The working group participants discussed approaches to bonuses and additional payments for research and teaching staff. Thus, the first vice-rector of Sochi State University Evgeny Ugryumov drew attention to the lack of a unified approach to additional payments for an academic degree and scientific title, in contrast to the order that existed before 2008.

Deputy Vice-Rector of the National Research University Higher School of Economics Dmitry Sergeev considers it necessary to differentiate bonuses for degrees, publication activity and scientific work. According to the chief accountant of Tambov State University, Mikhail Bespalov, bonuses for degrees and titles should not be permanent; their holders must periodically confirm their competencies. He also proposed expanding incentive measures for young teachers and scientists, in particular, financing the rental of housing, which will allow specialists not to leave the regions.

“Allowances have their value. Depending on the financial well-being of the university or faculty, they can be different: additional payments within the salary and incentive payments. Differentiation of the teaching load is also advisable,” said Shamil Akhmetov, vice-rector of the National Research University Higher School of Economics.

Participants in the strategic session also discussed approaches to the annual indexation of wages, methods for distributing additional budgetary allocations for wages, mechanisms for supporting best practices in attracting young scientific and pedagogical workers. The results of the meeting were summed up by Aslan Kanukoev and Shamil Akhmetov, noting its fruitful and effective nature.
