The new order of the President of Russia on the national project “Data Economy and Digital Transformation of the State” sets priorities for continuing work on the development of the digital economy. One of the important elements of the digital transformation of the public sector in terms of regulation and regulatory changes will be experimental legal regimes (ELR) for accelerated testing and scaling of new products and services. Vladimir Voloshin, director of the department for development of the digital economy of the Ministry of Economic Development of the Russian Federation, stated this during the session “Digital sovereignty in public administration” of the Information Technology Forum Info Space 2024.

According to Vladimir Voloshin, EPRs make it possible to shift the focus from specific regulatory issues of individual companies to solving complex industry problems. In turn, the initiators of testing tasks and hypotheses within the experiment should be not only business, but also relevant ministries. This, in turn, will speed up the scaling of solutions that have proven their effectiveness.

“Currently, within the framework of 14 existing EPRs, 117 organizations and individual entrepreneurs have the opportunity to test digital technologies. The EPR tool made it possible to implement these programs, despite the presence of 150 existing legal barriers,” emphasized Vladimir Voloshin.

Speaking about the digital transformation of the state in the context of the EPR, he also noted that experiments provide an opportunity for a seamless transition from confirming the effectiveness of the legal mechanism to changing general regulation.

“In total, the Russian Ministry of Economic Development received more than 100 applications for EPR, work on many of them is in the active stage. By the end of the year we plan to install at least 7 new programs. Changes to 258-FZ will allow increasing the number of experiments: the minimum period for establishing EPR will be reduced to 50 days, and the corresponding status will be assigned simultaneously with the entry into force of the corresponding Government act. Changes to 258-FZ passed the first reading in February of this year, now we are preparing for the second reading, we hope for consideration in the near future,” commented Vladimir Voloshin, adding that reducing the review time will allow for the faster implementation of new promising developments in all sectors of the economy, contribute to its digital transformation.
