Dear Colleagues!

I welcome you to the XXII All-Russian Congress of Ombudsmen for Children’s Rights in the Subjects of the Russian Federation.

The authority of the institution of ombudsmen for children’s rights in our country increases every year. This is shown by public opinion polls and the number of citizens’ appeals to children’s human rights defenders – which means there is trust, which is supported by specific deeds.

You see and address the real problems families face every day. This helps formulate systemic decisions in the field of family and childhood protection, including jointly with the Government and regional authorities.

We supported the initiative to prevent social orphanhood among children under 4 years old – the project is being implemented in 14 pilot regions of the country and is showing good results. From August 2023 to February 2024, it was possible to return 1,033 children from children’s institutions to their family environment, of which 606 were returned to their families.

There are other solutions that have emerged thanks to our joint work. Thus, since last year, disabled children with serious illnesses can fly free of charge to and from the place of treatment. Methodological recommendations on two hot meals a day for disabled children, as well as on career guidance training for orphans and children without parental care, have been developed and sent to the regions.

The institution of commissioners is increasingly becoming an initiator of positive changes. The comments of the Office of the Ombudsman for Children’s Rights were taken into account in the bills on increasing the age of children when they are in prison together with their mothers, on inclusive recreation for children with disabilities and disabilities in children’s camps according to the annual regional quota, on simplifying the employment of children from 14 years of age.

It is impossible not to note the work to open day care centers for children with disabilities and adolescent centers of a new format. You actively participate in humanitarian missions, and from the beginning of a special military operation you are on the first line of helping affected families with children. The initiative, supported by the President, to provide a one-time payment to a child injured in the territories where a special military operation is ongoing and in border regions was also timely. Such a proactive position is a striking distinctive feature of the modern institution of children’s human rights defenders.

The year 2024, declared by the President as the Year of the Family, will perhaps become one of the most significant for the human rights institution. The course you have taken to support families in crisis situations, to introduce a family-oriented approach in the work of social institutions, to return children from orphanages to their families of origin is complex and extremely responsible work. The future of Russia also depends on your efforts. And it can only be happy when specific people and specific families are happy. Together we must do everything to make them feel confident and protected.
