The number of Russian regions where experimental legal regimes (EPRs) on the use of unmanned aerial systems (UAS) will operate will increase to 24 by the end of the year. This was reported in the Russian Ministry of Economic Development, commenting on the words of the Chairman of the Russian Government Mikhail Mishustin that the Government will begin to remove barriers to more active use of drones in the economy.

“By the end of the year we plan to install at least 7 new programs. Including 2 of them – related to unmanned aircraft systems. The planned amendments to 258-FZ will also contribute to the removal of regulatory barriers to the establishment of EPR. Thus, the minimum period of EPR establishment will be reduced to 50 days, and the status will be assigned simultaneously with the entry into force of the Government act. We hope that the amendments to 258-FZ will be considered in the near future,” said Maxim Kolesnikov, Deputy Minister of Economic Development of the Russian Federation.

According to him, today EPR on the use of unmanned aerial systems are being implemented in 22 regions of Russia of special socio-economic importance (in agriculture, forest fire suppression, cargo transportation, aviation operations), 74 companies and 8 individual entrepreneurs participate in EPR.

Also on the instructions of the Government of the Russian Federation, active work is underway to prepare, together with the expert and business community, an action plan (“road map”) for the implementation of the mechanism for managing systemic changes in the regulatory and legal regulation of business activities “Transformation of the business climate” “Certification, authorization for operation and use of unmanned aircraft systems in various sectors of the economy”.

The roadmap is based on the accumulated experience of organizations in the field of unmanned aerial vehicles, as well as experience in the implementation of EPR in the field of ABC. The Ministry of Economic Development of Russia will supervise the implementation of the roadmap.

The realization of the experiments corresponds to the goals of the Strategy for the Development of Unmanned Aviation and the national project “Unmanned Aviation Systems” supervised by First Deputy Prime Minister Andrei Belousov.
