On March 29, the II Forum of Rectors of Higher Education Institutions of Kazakhstan and Russia “Actual Trends in Higher Education and Science” was held at the Al-Farabi Kazakh National University. The event was attended by more than 60 Russian and Kazakh universities, among them: Peter the Great St. Petersburg Polytechnic University, L. N. Gumilev Eurasian National University, St. Petersburg State University, Dulati Taraz Regional University, L. N. Lobachev National Research Nizhny Novgorod State University, L. I. Lobachev Kazakh National University, and others. Lobachevsky National Research Nizhny Novgorod State University, S. Utebaev Atyrau University of Oil and Gas, Pskov State University and others.

The main goal of the event is to develop ties between universities of the two countries and to form mutually beneficial relations between representatives of science and education.

The business program consisted of a plenary session with the participation of representatives of the relevant ministries of the two countries and heads of universities, as well as discussion by the expert community of current issues in the field of education at three panel discussions on the topics:

“New Horizons of Scientific and Educational Cooperation”,
“Digitalization of Higher Education: Trends and Implementation Strategies”,
“Training of Pedagogical Staff: Experience and Prospects”.

Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek and Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky spoke at the forum.

At the plenary session Sayasat Nurbek noted that to date, branches of six leading Russian universities of Russia have been opened in Kazakhstan.

1700 agreements have been concluded between higher education institutions of Kazakhstan and Russia. 25 scientific joint projects are being successfully implemented. We are interested in further deepening of our fraternal relations and mutually beneficial cooperation in the field of science and higher education. I believe it is necessary to mobilize joint ideas and proposals, further develop a concrete plan of action, – said the Minister of Science and Higher Education of the Republic of Kazakhstan.

We have a lot of ties with Kazakhstan, friendly and business relations have been established. We are interested in expanding scientific cooperation, we are very pleased that Russian universities are successfully conducting their activities in your country. We would like the branches to provide students with quality education and help them form a professional career. I am sure that formal communication within the framework of the forum will lead to the emergence of new ties. And it is important and necessary for us to discuss the implementation of joint programs, including the internship of teachers, opening of research centers, – concluded Konstantin Mogilevsky.

Alexey Borovkov, Vice-Rector for Digital Transformation of SPbPU, Head of the Advanced Engineering School of SPbPU “Digital Engineering”, presented the Russian higher school as one of the moderators of the panel discussion “New Horizons of Scientific and Educational Cooperation” together with Lyazzat Erkinbaeva, Vice-Rector for Academic Affairs of Al-Farabi Kazakh National University.

One of the key topics for discussion was the experience of implementation in Russia of the federal project “Advanced Engineering Schools” as an effective tool for cooperation of industrial partners, universities and research centers in solving urgent frontier tasks for industrial development, national security and achieving technological sovereignty of the country.

It should be reminded that the Advanced Engineering School of SPbPU “Digital Engineering” is considered to be one of the best in Russia. In February this year, it successfully introduced results for 2023 at a meeting of the Grants Council chaired by Valery Falkov, Minister of Science and Higher Education of the Russian Federation.

At the panel discussion the experts also considered the main directions and barriers to the development of scientific and educational cooperation between Russia and Kazakhstan, touched upon the key aspects of the formation of a modern scientific environment and discussed the organization of effective interaction between science, education and industry in the context of solving problems of national importance.

The II Forum of university rectors became a platform for an open dialog between representatives of science, higher education and state authorities of Kazakhstan and Russia. More than 20 interuniversity agreements were signed at the events of the business program, which confirms their mutual interest in jointly addressing the challenges facing the higher education of the two countries.

SPbPU has long-term partnerships with universities of the Republic of Kazakhstan. An important step in the strategic cooperation between Kazakhstan and advanced technical universities was the decision to open a new university on the basis of KazNU. Russian-Kazakhstani engineering center— a platform designed to unite specialists from the SPbPU University and technical universities of the Republic of Kazakhstan, as well as industry representatives to solve current engineering and educational problems.
