In order to take into account the opinion of each resident and to involve as many citizens as possible in important city decisions, the Active Citizen project was launched in the capital in 2014.

“We were probably the first major city in the world to create an electronic voting platform through which you can get the opinion of millions of people on almost any issue. And to do it literally in a few days. Like any novelty, the first years of “Active Citizen” seemed something exotic and unfamiliar. Officials grumbled that now there was an additional link in the decision-making chain. Citizens doubted the effectiveness of electronic voting. In my opinion, the turning point was the preparation of the renovation program in 2017″, – said the Mayor of Moscow.

According to him, the final decision on the inclusion of specific houses in the program was helped by the residents themselves. At the same time, 43 percent of the voting participants expressed their opinion with the help of “Active Citizen”.

Today, 10 years later, almost seven million people have become participants in the project. This is every second Muscovite. Since 2014, more than 6.5 thousand votes have been conducted on the platform, during which citizens shared their opinions more than 250 million times. If such votes were conducted in the apartment-by-apartment mode, it would take the experts 50 years of non-stop work.

Thanks to Active Citizen, about a million Muscovites will move out of old five-storey buildings and into new apartments. And another 50 new streets and boulevards, 54 parks and 29 metro stations were named.

In addition, based on the results of the voting, more than one million trees and shrubs were planted in the capital’s yards, three thousand adjacent territories, squares and public spaces, including the parks “Bittsevsky Forest” and “Kuskovo” were improved. In total in the city realized more than four thousand decisions on Moscow development made by residents.

“It only takes a few minutes or even seconds for Active Citizen participants to make a decision and vote. But there is serious preparatory work behind it. Each vote goes through a long and complicated path – from discussing the idea and preparing materials to formulating specific questions. As a result, Muscovites can choose an option that can really be realized. And even very experienced experts often cannot predict what choice the majority will make,” emphasized Sergey Sobyanin.

“Active Citizen” is not the only project that allows citizens to participate in the life of the capital. It is part of an ecosystem of digital projects, each of which has a specific task.

You can report deficiencies in the maintenance of city facilities via a portal or an app “Our Town.”. Thanks to its active work, every second application can be closed within two days. Since 2011, Muscovites have solved more than 8.5 million issues with the help of the project.

Citizens can share their opinions on how to make life in the megacity more comfortable on the City of Ideas platform. Users have access to 56 topics in 12 key areas: ecology, landscaping, transportation, parks and others. Since 2014, 51 thematic projects have been conducted on the platform andrealized over six thousand ideas.

Managing your own home

A single platform for resolving issues in apartment buildings has been operating in Moscow since 2020 “Electronic Home.”. With the help of its services, citizens can conduct surveys and general meetings of owners, send requests for troubleshooting, transmit meter readings and pay for housing and communal services. In addition, it is possible to create electronic announcements and chat with neighbors.

Today, more than 1.7 million Muscovites are already using the Electronic House.

In 2022, a project in the capital city has started working “Quest City.”. It offers citizens to solve thematic tasks and get bonus points for it. The list of tasks includes assessing the condition of library books, testing city services and mobile applications, practicing in the park and much more. Today among the participants of the project are more than 250 thousand people. In total, Muscovites have completed more than two million tasks.
