Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko and Deputy Minister of Economic Development of the Russian Federation Dmitry Vakhrukov visited Kuzbass, where, together with the head of the region Sergei Tsivilev, they checked the progress of construction of large regional investment projects in the tourism sector.

“As President Vladimir Putin said at a recent meeting, tourism opens up new prospects for development for all regions and serves as a point of growth. Russia has overcome its dependence on holidays abroad, and it has become fashionable to holiday in the country. Domestic tourist flow is growing; last year it exceeded the pre-pandemic level and reached 78 million tourist trips, which is 21% more than in 2022. We, of course, need to expand our tourism infrastructure as quickly as possible in order to meet the growing demand of our citizens. Today we visited the Sheregesh resort facilities. I am sure that here this will be a high bar, behind which all other investors will reach. But the governor’s intention alone to enter the top five world ski resorts by 2030 is a very ambitious goal. We must all mobilize and help realize this goal,” said Deputy Prime Minister Dmitry Chernyshenko.

He added that Kuzbass is actively participating in the implementation of the national project “Tourism and Hospitality Industry”. The tourist flow exceeds pre-Covid levels; the forecast for 2024 is 810 thousand people. The region received funds from the federal budget for the development of tourism, which are used, among other things, for the creation of roads, communications, tourist clusters and routes.

One of the key points of the work program was a visit to the infrastructure facilities under construction at the Sheregesh sports and tourism complex. The territory development plan provides for the construction of 37 apartment complexes with more than 7.5 thousand rooms, thermal pools, shops, restaurants and spa centers with bath complexes. The total investment volume is more than 60 billion rubles.

Among the sites visited by the delegation was the mountain microdistrict “Shoriya-Grad”. It is planned to build 19 comfort-class residential buildings with 1,769 apartments on its territory. They will be able to accommodate 3.2 thousand people. The microdistrict will have all the necessary social infrastructure: kindergartens, shops, cafes, restaurants, a local hospital, bank branches, post office, gas stations, bus stops.

In addition, the guests appreciated the quality and potential of the existing tourism infrastructure of the Sheregesh sports and tourism complex. The delegations were presented with facilities with modern modular accommodation facilities.

“We are developing the infrastructure of Sheregesh, including thanks to the national project “Tourism and Hospitality Industry.” Several hotel projects have already been supported under the preferential lending program. Only within the framework of the third stage of the program, which ended in February, investors will receive preferential loans for the implementation of five new hotel projects. This is almost 850 rooms. Among them is a large-scale hotel complex with 446 rooms, including a 3-star apart-hotel, as well as a 4-star hotel with 130 rooms with a spa area, a restaurant, and ski equipment rental,” emphasized Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation.

Members of the delegation also got acquainted with the development of supporting infrastructure and socially significant facilities in Sheregesh. In 2023, as part of the national project “Tourism and Hospitality Industry,” a fire and rescue station was opened on the territory, thereby strengthening security measures. In addition, in 2024 it is planned to put into operation a highway from Chugunash-Sheregesh to sector “E” – this will provide better transport accessibility to resort facilities.

“In one of the most popular ski resorts in the country, with the support of the Government and the Ministry of Construction of Russia, two large infrastructure projects are being implemented today: the construction and reconstruction of the supporting infrastructure facilities of the existing Sheregesh sports and tourism complex and the new integrated tourism project “New Sheregesh.” Every year Kuzbass attracts an increasing number of tourists. At the moment, a large volume of construction of related engineering and road infrastructure is underway in the region, which will ensure the operation of the existing and new complexes. It is very important to meet deadlines for the speedy commissioning of facilities,” said Deputy Minister of Construction and Housing and Communal Services of the Russian Federation Yuri Gordeev.

Dmitry Chernyshenko and Dmitry Vakhrukov were told about the progress of the “New Sheregesh” project under the auspices of Tourism.RF. It is planned that a new Kuzbass ski complex will appear in the Tashtagol region in the Gornaya Shoria SEZ. On the territory of the facility there will be three hotels of the three-star and four-star categories with 446 rooms, a cable car, restaurants with lounge areas, spa and fitness centers.

“New Sheregesh” will significantly expand the ski area to the west of the village of Sheregesh. The total length of the routes in the new sector based on the results of the implementation of the first and second stages of our project will be at least 72 km of routes. At this stage, together with the investor, we are preparing for the implementation of the first stage and the transition of the project to the active construction phase. Together with the Ministry of Construction and the region, we are working to provide the future resort with the necessary engineering infrastructure – the agreed volume is almost 8.5 billion rubles. The goal by 2027 is to create a modern hotel infrastructure with 446 rooms, build a cable car and other amenities,” noted Sergei Sukhanov, General Director of Tourism.RF.

The Deputy Prime Minister also held a meeting on the development of tourism and the implementation of the national project “Tourism and Hospitality Industry” in the region. In addition, during a separate meeting, issues of import substitution and the organization in Russia of the production of industrial goods for the development of ski resorts were discussed.

“Today we visited an exhibition of domestic tourist equipment. And together with business we discussed the issues of import substitution and creating our own products for ski resorts. This is an order from the head of state to provide the tourism industry with Russian equipment. We will solve this problem together with the Ministry of Industry and Trade and the regions,” said Dmitry Chernyshenko.

Deputy Head of the Ministry of Industry and Trade of Russia Albert Karimov noted that the domestic industry is working comprehensively to develop the production of machinery, equipment and goods for ski resorts.

“Russian manufacturers, starting this year, are ready to fully cover the stated need for a number of positions: drag ropes and chairlifts with a fixed clamp, snow compacting machines, snowmobiles and snow and swamp-going vehicles, high-pressure pipelines. The domestic production of ropeways of a technologically more complex segment is actively developing – with a detachable clamp; we will be able to fully meet the demand of our ski resorts for such high-tech equipment from 2026. At the same time, one of the key mechanisms that will allow enterprises to organize stable supplies of necessary equipment to customers can be long-term contracting,” he commented.
