Since the beginning of 2024, the Government has additionally extended the pre-trial appeal procedure to 63 types of permits required by businesses. Thus, this mechanism is currently valid for 410 types of licenses and permits.

The number of permitting regimes that have joined the procedure since the beginning of the year is over 72% of the annual plan. In total, this year it was planned to implement the possibility of pre-trial appeal for more than 80 types of permits.

The pre-trial appeal procedure can be used using a special service on the public services portal. Since its launch in August 2023, entrepreneurs have sent about 900 complaints about the decisions and actions of licensing authorities. At the same time, 62% of the total number of requests (more than 540 complaints) were filed in 2024, which indicates an increase in demand for the service.

The standard period for consideration of appeals is up to 15 working days, depending on the reason for filing the complaint. But in fact, the entrepreneur receives a response from the government agency faster – within 8 days on average.

Thus, for business representatives, the pre-trial appeal service is an opportunity to quickly and conveniently challenge the actions of the licensing authority.

“The pre-trial appeal service has become an effective tool for increasing the performance discipline of government agencies. Transparency of procedures for obtaining permits and pre-trial appeals motivates ministries and departments to strictly comply with them. For us, complaints are feedback directly from business, which we use to further improve procedures,” said Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko.

A project to simplify obtaining licenses and permits started in 2021. In total, as a result of its implementation, 423 of the most popular types of permitting regimes, including 51 licenses, were transferred to the public services portal.

The project has made the procedure for obtaining permits easier and faster. In particular, the period for obtaining a license was reduced by 3 times, permits – by 2 times. The number of documents required to obtain licenses has decreased by 2 times, for permits – by 1.5 times.

In 2023, the Government, on instructions from the President, applied the practice of pre-trial appeal to the area of licensing activities. For this purpose, a pre-trial appeal service against the actions of the licensing authority was launched on the government services portal.

Entrepreneurs can challenge a decision or action of a licensing authority if they receive a refusal to issue a permit, failure to comply with the deadlines for the provision of a public service, or demand additional payment.

The content of all complaints is studied in detail and used to further improve the scope of licenses and permits, including simplifying the procedure for issuing permits.
