As part of the project, Rosreestr has concluded agreements with 87 constituent entities of the Russian Federation. Since 2020, the largest number of sites suitable for housing construction have been identified in the Central (24.8 thousand), Far Eastern (19.2 thousand), Volga (14.3 thousand) and Siberian (13 thousand) federal districts. The leaders in terms of the area of identified lands were the Far Eastern (37 thousand hectares), Volga (29.3 thousand hectares), Northwestern (23.8 thousand hectares) and North Caucasian (20.5 thousand hectares) federal districts.

Among the regions, the best indicators are in the Krasnodar Territory (1,608 sites with an area of 10 thousand hectares identified), Moscow (1,596 sites with an area of 8.4 thousand hectares) and Sverdlovsk regions (3,877 sites with an area of 7.8 thousand hectares).

“We are also working to bring into circulation the objects included in the land bank. To date, the public cadastral map contains information about almost 64 thousand plots in 84 regions. Of these, more than 58.1 thousand are suitable for individual housing construction, and 5.8 thousand are suitable for apartment buildings. 18.5 thousand plots with an area of 12.8 thousand hectares have been transferred for use,” said Oleg Skufinsky, head of Rosreestr.

According to him, information about the sites is updated monthly by specially created regional operational headquarters.

Using the service posted on the public cadastral map, anyone can submit an application to receive a plot of land. These can be both investors and developers who choose sites for the construction of apartment buildings or cottage communities, as well as citizens who want to build a private house.

In particular, since the launch of “Land for Construction”, almost 13 thousand notifications have already been received from individuals and legal entities interested in providing 5.7 thousand plots with a total area of 26.1 thousand hectares.

The “Land for Construction” project is being implemented on behalf of the Chairman of the Government and is part of the state program “National Spatial Data System”. The creation of the NSAP is included in the list of socio-economic development initiatives until 2030 in the “Construction” direction with the aim of updating infrastructure and creating a comfortable environment for citizens.

Prime Minister Mikhail Mishustin, speaking on April 3 in the State Duma with a report on the work of the Cabinet of Ministers, noted that 2023 was a record year for Russia in terms of the volume of housing built – both multi-apartment and individual houses.
