Currently, the department, together with the Federation Council and the Roscosmos State Corporation, has prepared a bill that allows for the implementation of PPP projects in the space industry. It is already under consideration in the State Duma of the Russian Federation.

Priority areas for the application of PPP mechanisms include projects to provide broadband Internet access and remote sensing of the Earth, which is used, for example, to study greenhouse gas flows as part of the project to create a Russian climate monitoring system.

The Ministry of Economic Development has already discussed a possible scheme for the implementation of such projects with market participants. It consists of creating ground-based space infrastructure and technologically related property in the form of satellites.

“For the legal possibility of implementing PPP projects in the space industry, in our opinion, it is sufficient to introduce targeted changes to the legislation on space and navigation activities, as well as to the legislation on concessions and PPPs,” noted First Deputy Minister of Economic Development of the Russian Federation Ilya Torosov. “The need to adopt amendments is due to the need to develop entrepreneurial space activities in the Russian Federation, to create favorable conditions for attracting private investment in the development of the space industry and Russian space technologies.”

In particular, the Ministry of Economic Development proposes to legislate the possibility of financing space activities within the framework of PPP and concession agreements, as well as the possibility of transferring space objects and space infrastructure facilities that are federally owned into the possession and use of a private investor under a concession agreement or a PPP agreement.

In the Law on Navigation Activities, the department proposes to introduce the possibility of transferring spacecraft and space infrastructure objects related to satellite navigation systems and created under a concession agreement or PPP agreement to a private investor under a concession agreement or PPP agreement. The Law on Concessions will expand the list of objects of agreements to include space infrastructure facilities and satellites.

The adoption of such a bill will ensure the possibility of creating a full-fledged orbital constellation of spacecraft for the Russian Federation. The implementation of the provisions proposed by the bill will open up new prospects for business activity in the space industry.
