This order was given by Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev following a meeting on the progress of the investigation into the accident at the Pioneer mine and on ensuring the safe conduct of underground mining.

On March 18, a rock collapse occurred at the Pioneer mine, trapping 13 people in the mine. 226 people and 29 pieces of equipment were involved in the rescue operations. Two weeks of search and rescue efforts yielded no results. Rescuers and mine employees who participated in the operation were threatened by the collapse of the quarry side and a repeated breakthrough of the rock mass. The results of the drilling rigs showed the presence of ice and water, rock mass in the mine at different levels. This not only made the search difficult, but made it impossible due to the danger to the lives of the rescuers. To avoid further casualties, the difficult decision was made to stop the operation.

“The purpose of this meeting is to talk about systemic things: to what extent the rules for conducting mining operations, the requirements that are imposed on them, correspond to today and to what extent the safety technologies that were used at the Pioneer mine correspond to these requirements. The goal is simple – to make sure that as few people as possible take risks and die,” said Yuri Trutnev.

A criminal case has been opened into the accident and an investigation is underway. Inspections against business entities in connection with violations of the requirements of legislation on industrial safety and subsoil use continue.

Following the meeting, Yuri Trutnev instructed Rostechnadzor, together with the Ministry of Emergency Situations, the Ministry of Natural Resources and other interested federal executive authorities, to analyze the situation that led to the death of people and present proposals for improving regulations governing the safe conduct of mining operations.

“It is necessary to understand how sufficient the requirements placed on mining companies are to ensure people’s lives. If people die, it means something was done wrong. Something was done wrong in the regulatory framework and in the company’s actions. This must be dealt with and all measures must be taken to ensure the safety of people during mining operations,” Yuri Trutnev emphasized.

The Russian Ministry of Emergency Situations has been instructed to analyze the adequacy of the forces and means located in the Far Eastern Federal District to provide timely assistance during rescue operations if necessary.
