The Ministry of Economic Development of Russia, together with the Ministry of Health of Russia, assessed the results of the implementation of the experimental legal regime (EPR) within the framework of the socio-economic development initiative of the Russian Federation “Personal Medical Assistants,” supervised by First Deputy Chairman of the Government of the Russian Federation Andrei Belousov. Solutions that have proven their effectiveness will form the basis for changes in general regulation, a seamless transition to which is planned to be implemented without completing the experiment. This was stated by the Minister of Economic Development of Russia Maxim Reshetnikov during a visit to the “City Clinical Clinic No. 1” in Novosibirsk.

“The “personal medical assistants” experiment was the first of 14 “pilots” for which the results were summed up. The Ministry of Economic Development, the Ministry of Health, regions, medical organizations and patients successfully assessed its completion. Digital innovation has shown its effectiveness; it is planned to ensure a seamless transition from special regulation to general regulation without ending the experiment,” noted Maxim Reshetnikov.

At the clinic, the head of the Ministry of Economic Development of Russia was shown how real-time health measurement data is received by the attending physician thanks to a special domestic platform designed as part of the experiment.

“The experiment has an important social task. People with hypertension and diabetes mellitus are given Russian-made tonometers and glucometers free of charge for constant monitoring. Data is transmitted online to a special platform so that the attending physician can timely adjust treatment if important vital signs deviate from the norm,” said Sergei Dorofeev, chief physician of City Clinical Clinic No. 1.

In total, more than 19 thousand patients participate in the EPR “Personal Medical Assistants”, of which 2.5 thousand are in the Novosibirsk region.

According to Maxim Reshetnikov, the next stage of the experiment is to finalize the platform where data from devices is collected: it is planned to introduce a system to support medical decision-making, including using artificial intelligence technologies.

Currently, 14 experiments have been installed in Russia in various fields, including unmanned transport (both ground and air), medicine, including telemedicine services, as well as government services.

117 companies and individual entrepreneurs were involved in the experiments; more than 80 thousand citizens took part in testing innovations. The geography of the EPR covers the entire country. About 20 more applications for setting up experiments are being considered by the Russian Ministry of Economic Development.
