Prime Minister Mikhail Mishustin addressed the conference participants with a welcoming speech. He noted that in order to create and apply modern digital solutions in Russia, the Government is improving the regulatory environment, launching experimental legal regimes, and also creating conditions for increasing the training of IT specialists.

In his speech, Dmitry Chernyshenko emphasized that the Data Fusion conference is a landmark event for the IT community, thematically related to the development of technology and big data analysis.

“President Vladimir Putin instructed the Government to develop a national project “Data Economy”. As part of it, we set the task of covering all major areas of the economy and public administration with digital platforms, which will become the basis for performing government functions and providing services using the latest technologies, including AI. We must ensure the transition of the entire state IT infrastructure and most of the systems of our enterprises to domestic solutions,” said the Deputy Prime Minister.

According to the Deputy Chairman of the Government, it is important to ensure rapid development of the IT industry. To this end, the program includes measures to support new developments and scientific research worth about 130 billion rubles. The Government will also continue to develop infrastructure and data transmission networks through the deployment of a satellite constellation, the creation of new data centers, connecting social institutions to high-speed Internet, and the development of quantum networks. In addition, activities will be carried out on cybersecurity and training for the new economic order.

Andrey Kostin spoke about the progress of import substitution in the financial sector.

“Banks were initially at the forefront of digitalization, in many ways they played the role of digital companies, so when the West took unprecedented measures and started them with the banking sector, to the surprise of many, it turned out that everything works for us – the system works inside, and the cards work , and calculations, and even software, which we were also deprived of, and hardware, which we mainly imported, was quickly replaced. Today we have the task of completely switching to domestic software and equipment, and it will be accomplished,” said the President and Chairman of the Board of PJSC VTB Bank.

Dmitry Chernyshenko noted that data and technologies for processing them occupy a central place in the new economic structure.

“The accumulation and use of data can have significant economic, technological, social and environmental impacts. We are talking about increasing labor productivity, optimizing costs and increasing income, increasing energy efficiency and much more. In the new national project, we included such indicators as the transition of up to 80% of enterprises to the use of Russian software. We expect that the growth rate of investment in domestic solutions will be at least twice the rate of economic growth. Finally, the total power of supercomputers used for tasks in the field of AI should increase 10 times,” the Deputy Prime Minister emphasized.

All this will allow us to achieve an effect on the Russian economy of 11.2 trillion rubles by 2030, as well as increase the number of university graduates in applied programs in the field of artificial intelligence by 5 times. The plans also include ensuring a 7-fold increase in the amount of expenses organizations spend on using AI technologies.

The Deputy Prime Minister especially noted: “Such ambitious goals can only be achieved together, and a favorable legal framework will be a necessary condition for this. Russia is already becoming a regulatory paradise for domestic and foreign companies.” He also shared the country’s achievements in international markets. Thus, according to expert estimates, the GigaChat neural network from Sber is among the top five best AI models in the world, and the Yandex neural networks YandexGPT and YandexART were included in the first international ranking of generative AI models. The economic effect from the introduction of AI in industries and government has already amounted to more than 1 trillion rubles.

Dmitry Chernyshenko emphasized that in the coming years the world has yet to fully unlock the potential of new technologies and the countries that do this before others will become the new dominant force in the future.

“We see that Russia has a very stable position in the development and implementation of new smart technologies. And I want to end with a very important thought from our President, who said that the significance of breakthroughs in the field of artificial intelligence is colossal. The competition between states is fierce, and Russia’s place in the world, our sovereignty, security, wealth, and our ability to solve the problems of industrial and social development at a qualitatively new level depend on what results we achieve. Friends, the matter is up to us, but we, as has happened many times before, will definitely win together!” – said the Deputy Chairman of the Government.

He added that overcoming autarky in the form of sovereign domestic technologies is extremely important to express in the realization of export potential, since the Russian domestic market is insufficient to return its large-scale investments only in the local market.

“I am confident that the level of development of our solutions is such that we are ready to compete adequately in markets – first friendly, and then global,” concluded the Deputy Prime Minister.
