Resolution of April 20, 2024 No. 516

Prime Minister Mikhail Mishustin signed a resolution expanding the list of non-profit organizations whose grants, awards and prizes are not subject to personal income tax (personal income tax, 13%).

The list includes the organization “More Than a Travel”, which implements the youth tourism program of the same name. Within its framework, prize-winners and winners of all-Russian children’s and youth projects receive incentives in the form of certificates for tourist trips.

Certificates provide the opportunity to travel for free, including on unique routes, for example, to visit the Arctic to explore the Barents Sea with professionals. Thus, the guys not only broaden their horizons, but also gain new skills.

Trips are purchased by the organization from tour operators and are provided to program participants free of charge. However, by law, such prizes must be subject to personal income tax. The signed resolution abolishes this provision for participants in this program.

The work is being carried out within the framework of the federal project “Increasing the availability of tourism products.”

The signed document made changes toGovernment Decree of July 15, 2009 No. 602.
