The capital’s procurement system is aimed at creating a competitive environment and is an important tool for supporting entrepreneurs in Moscow and other regions of the country, domestic manufacturers and small businesses. This was reported by Maria Bagreeva, Deputy Mayor of Moscow, Head of the capital’s Department of Economic Policy and Development, speaking at the plenary session of the XIX All-Russian Forum and Exhibition “Government Order”.

“Moscow is not only the largest economy in Russia, but also the largest government customer in the country. At the end of 2023, the volume of purchases from Moscow customers amounted to about 1.8 trillion rubles, or almost every 10th ruble in the Russian procurement system. Today, the city’s contract system demonstrates high efficiency, providing savings at all stages of the procurement cycle at the level of 12 percent per year,” said Maria Bagreeva.

Purchases from regions and small businesses

Today, the capital generates a large volume of government orders for Russian regions. The structure of Moscow suppliers is constantly changing, and the volume of purchases in the regions is increasing – over the last five it has almost tripled. In 2023, their volume amounted to about 300 billion rubles, or approximately 16 percent of the city’s total procurement volume. At the same time, the share of purchases of goods produced in Russia and friendly countries, in particular in the member states of the Eurasian Economic Union, is increasing.

An important direction in the development of the contract system in Moscow is support for small businesses (SMB). For them, access to government orders has become an additional opportunity to develop their business, expand their sales geography and increase their profits.

“Over the past 20 years, the annual volume of purchases from small businesses has increased more than 100 times and amounted to 400 billion rubles at the end of 2023. This is about 13 percent of the total volume of purchases by government customers from SMP in Russia as a whole. In just 20 years, the volume of Moscow’s purchases from small businesses has exceeded three trillion rubles,” emphasized Maria Bagreeva.

Moscow supplier portal

Plays a big role in supporting regions and small businesses Moscow supplier portal. It opened in 2013 to automate small-volume procurement procedures. Over 11 years of operation, the number of suppliers on the portal has quadrupled to 330 thousand. Of these, more than 90 percent are representatives of small businesses. The number of customers on the portal increased 20 times – to 57 thousand.

The geography of the resource has expanded significantly – today it is used by customers from 40 regions of Russia. The annual volume of purchases carried out through the Moscow supplier portal reaches 100 billion rubles. The resource is presented on the platform of the best Russian practices “Smartek” and is included in the White Book of the Federal Antimonopoly Service of Russia.

Today, government procurement instruments serve as one of the most important measures to support Russian suppliers, including industrial enterprises and small businesses.
