State-owned companies purchased over 1.6 trillion rubles from SME suppliers within the framework of Federal Law 223 for the first quarter of 2024. The SME Corporation is responsible for compliance with the 25% procurement quota. The volume of purchases by the largest state-owned companies from small and medium-sized businesses is one of the indicators of the national project “Small and Medium Enterprises,” which was initiated by Russian President Vladimir Putin and supervised by Deputy Prime Minister of the Russian Federation Alexander Novak. In 2024, their planned volume should be 7.2 trillion rubles.

“Small and medium-sized businesses have proven themselves to be reliable partners for companies with state participation within the framework of procurement procedures under 223-FZ. This is confirmed by the increased volume of purchases from SMEs by almost 84 billion rubles compared to the first quarter of 2023. Revenue of more than 1.6 trillion rubles allows entrepreneurs to receive a steady flow of working capital, which can be used, among other things, for the development of companies,” commented Russian Minister of Economic Development Maxim Reshetnikov.

According to the SME Corporation, which monitors compliance with the mandatory quota for purchases from small and medium-sized businesses, the largest increase in the total amount of purchases was demonstrated by entrepreneurs from Moscow, the Republic of Tatarstan and the Sverdlovsk region (243.3 billion, 94.5 billion and 54.4 billion rubles, respectively).

“At the end of the quarter, contracts under 223-FZ were concluded by more than 10 thousand largest customers and almost 89.5 thousand SME suppliers. At the same time, the number of representatives of small and medium-sized businesses among procurement participants increased by more than 20% over the year,” noted the head of the SME Corporation, Alexander Isaevich.

The largest increase in the number of contracts since the beginning of the year occurred in support services related to financial intermediation and insurance services (an increase of more than 48 times), chemicals and products (almost seven times), software and services for its development, consulting and similar services in the IT field (more than fourfold growth).
