New criteria have been approved for receiving city support measures for industrial enterprises. About it in your telegram channel wrote Sergei Sobyanin.

From May 2024, enterprises (industrial complexes and technology parks, industrial parks and their anchor residents) that meet the following basic requirements will be able to apply for tax benefits and budget subsidies:

— employees’ wages must be no less than the average monthly wage for the industry in which the organization carries out its main economic activity (in accordance with OKVED);

— the volume of revenue from production activities in the city of Moscow over the last year is more than eight million rubles per employee;

– the size of the wage fund for workers employed on the territory of real estate objects, per hectare of land, is at least 160 million rubles per year (for an anchor resident of an industrial park – more than 90 thousand rubles per square meter);

– the total volume of investments related to the acquisition, creation, modernization, reconstruction and preparation for use of non-current assets used in the implementation of a priority investment project applying for preferential status – at least one billion rubles per hectare of land (excluding VAT ).

From January 1, 2025, criteria relating to the volume of revenue and wage fund will be annually indexed and adjusted to the value of the industrial production index in accordance with Rosstat data.

For existing production facilities with preferential status, a transition period of 2024–2026 is provided. During this time, enterprises must bring their performance indicators into line with the new criteria for receiving government support.

The application of new criteria will allow the provision of city support measures to be concentrated on highly efficient enterprises. Productions with significant potential for development and growth will be able to receive preferential status.
